Org. Setting and Reporting

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.


ICAO is currently implementing several Digital Transformation signature projects. Digital Transformation encompasses all aspects of the Organization’s work, activities, and operations. Modernizing the Organization will facilitate its ability to leverage alternative opportunities while broadening its support to Member States at the same time. It will also enable the Organization to keep abreast of technological development, adopt emerging technologies and act as a catalyst for its stakeholder communities to understand and follow its path. Under the Finance section, the Enterprise Resource Planning and Project Portfolio Management (ERP/PPM) signature project, part of the overall Digital Transformation plan, is focused on creating “the backbone” for the enterprise systems portfolios. Encompassing many functions from portfolio management, payroll, and procurement, providing an integrated view of ICAO’s projects including financials, KPIs, and outcomes.


Reporting to the Digital Transformation ERP Project Manager, the incumbent will be working in a team environment with business and technical resources, as well as third party vendors on the ERP/PPM project and possibly other Digital Transformation projects.


Responsibilities

Function1 (incl. Expected results)

Serves as the Integration lead of the ERP/PPM Digital Transformation Project, achieving results such as:


- Analyse business requirements and develop functional requirements for the implementation team.

- Manage documentation related to functional requirements and creation of user stories.

- Evaluate and assess overall effectiveness and quality of deliverables.

- Participate in project decision-making.

- Communicate changes to the implementation team, and business owners and stakeholders.

- Participate in project risk and issue management with project manager, where required.


Function 2 (incl. Expected results)

Leads module implementation activities and provides functional expertise, achieving results such as:


- Provide guidance to functional and technical teams on module implementation, configuration, and customization activities.

- Collaborate with stakeholders to determine business requirements and ensure module configurations meet business needs.

- Participate in testing activities to ensure module functionality meets business requirements.

- Lead efforts to identify and resolve functional and technical issues during module implementation.


Function 3 (incl. Expected results)

Participates in project planning and management activities, achieving results such as:


- Collaborate with project teams to define project scope and timelines.

- Participate in project planning activities, including risk assessment and mitigation strategies.

- Develop and maintain project plans and schedules for module integration activities.

- Provide regular updates on project status to project teams and stakeholders.


Function 4 (incl. Expected results)

Coordinates with ERP Specialists, achieving results such as:


- Ensure functional requirements and solution details are well documented and meet client expectations.

- Manage change requests and communicate impact to stakeholders while adjusting project timeline and scope as needed.

- Implement operational planning tools to monitor progress, issues and solutions.

- Assist in prioritization of projects and resource allocation.

- Contribute to the development of the IT operational and business plans.

Education

Essential:


- A first-level university degree in business development, Information Technology, or in a related field.


Desirable:


- PRINCE 2 certification training.


Job - Specific Qualification

PRINCE 2 certification training, is desirable.


Work Experience

- A minimum of three (3) years of relevant, professional experience in the field of IT project and portfolio management in an international standards-setting environment, is required.


- Sound experience in implementation of various IT systems as Project/Product Manager with respect to Agile Solution Development, is required.


- Experience in the use of project management tools, methods, processes and techniques, is required.


- Broad experience with a matrix organization, is required.


- Experience with ERP implementation, is desirable.


Languages

Essential:


- Fluent reading, writing and speaking abilities in English.


Desirable:


- A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).


Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

It should be noted that this post is to be filled for an initial period of 15 months.


ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.


ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC).


The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.


Remuneration: Level P-2 Rate Net Base Salary per annum + Post Adjustment (net) per annum(*)
