Responsibilities

The incumbent will provide administrative assistance in the coordination of financial, programme/project planning and implementation activities, and other operational tasks. Within assigned authority, the incumbent will perform the following specific duties:  Serve as a focal point for coordinating programme support functions related to implementation, monitoring, and performance reporting on Regular Budget and Extra Budgetary resources.  Assist in the planning, preparation, and implementation of programme/project activities, including monitoring the status of proposals and ensuring timely submission of project documents for approval.  Support the Chief of Branch and Section Managers in elaborating resource requirements, reviewing and clearing budgetary components of donor funding proposals.  Review and coordinate submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities.  Act as a certifying officer for the Branch on regular budget accounts and global project, extra budgetary/project accounts.  Monitor and review the status of allotments and unliquidated obligations, taking appropriate follow-up or corrective actions as needed.  Programme donor funds based on approved funding agreements and activities, supervising budget revisions and allotment issuance.  Attribute funds on expenditures incurred at Headquarters and monitor attributions at field office levels, reconciling funding proposal budgets, activities, and donor funds.  Verify availability of funds, ensure necessary approvals, and enter data into computerized budget systems.  Establish and maintain internal tracking systems to manage data related to donor funding proposals, funds received, staffing components, and reporting timelines.  Develop and maintain internal databases/recording tools to monitor, track, and record expenditure on all segments of the regular budget, global project and other extra-budgetary resources.  Assist in monitoring and evaluating programmes/projects, including data analysis related to accounting records, outputs, and resource utilization.  Prepare financial reports on the utilization of voluntary contributions for donor countries in accordance with UN Financial Rules and Regulations. Prepare reports and ensure that outputs/services are properly categorized, proposing adjustments as needed.  Collaborate with programme/project managers on performance reporting, liaising with relevant parties on the interpretation of activities/services scheduled in various planning instruments.  Prepare periodic project revisions regarding budget and staffing tables for the global project and all other projects under the branch.  Identify budgetary and general administrative issues/problems and advise the Chief of the Branch on appropriate courses of action.  Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.  Assist with visualizations and updating information material such as web pages or brochures.  Provide guidance, training, and daily supervision to general service support staff working on administrative and budget issues.  Performs other work-related duties as assigned.

Work Experience

A minimum of seven years of progressively responsible work experience in budget and finance, programme or project administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree or higher. Demonstrated experience in grants, projects and fund management applications, is required. Experience as a certifying officer and in working with an Enterprise Resources Planning (ERP) system/software is required. Experience using an SAP system, such as Umoja, in finance and budget modules is desirable. Experience in regular budget preparation is desirable. Experience in processes and procedures related to travel, procurement and financial matters is desirable. Work experience with the United Nations System or similar international organization and with multilateral organizations and/or in a field office is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
